Call volume when transfering offsite

A car dealership with a legend 6.1 is having the following problem.
When someon calls to the location in Louisiana looking for a particular model, the dealership transfers them to a a car finding place in California. They are now complaining that the volume is real low. When the guy in CA transfers back to LA they are unable to hear at all. This problem just crept up in the last week or so.
All the transfers inside the dealership work properly.
Sounds like its outside of the phone system, but I'd like to be sure.
 
This is a trunk to trunk transfer, and on regular telephone lines, there is always a loss of signal. Don't think you'll fix it without Telco doing something.

To make troubleshooting easier try placing test calls and noting what lines are being used for the call transfer. Then see if the problem occurs on these lines or all lines. If you have access to a TIMMS you can test transmission levels by measuring the milliwatt loss on each line to see if the problem is external. Also you could have a bad line ckt in the Legend, so you can roll a suspect with a spare or another in the same pool to see what happens.
