Call transfer

We have a Norstar ICS 4.0, and everytime someone picks up a phone and wants to transfer a call from the outside to one of the extensions in the office the voice mail on the transfered extension does not work if someone that the call was tranfered to does't pick up. Instead what happens is call is being routed back to the extansion that it was originaly transfered from and "No Answer" is displayed on that set.

Is there a way to transfer and if there is no answer at that extension to have the voice mail box pick up that call instead being routed back to original extension.

How is this done? Is this something that I have to do for each phone?
 
On each station you have to set the call forward no answer to the first voicemail extension, and then set how many times you want the set to ring before it goes to the voice mail box. You should go into the programming of the system to set that for each set. I personally don't give out passwords, but your installer guide or system cord guide should have instructions to do this.
