CALL TRANSFER OUT

Hi:
Situation:
M1 mini and CP mini
I set up CCR with option to transfer outside calls,works fine except one number (another carrier).
when I dial this number, I don´t heard ring back and after +/- 9 seconds answer the call.
When CCR is configured to dial this number, CP answer"the person who is calling is not unable".any other number ok.
There is any timer to configure in CP?
