When user (secretary) calls to a local number she can transfer the call to another user (manager).
When she calls an international number, she cannot transfer the call, is this a special feature that needs to be enabled.
It's odd that you aren't able to transfer internally international calls. I've not heard of that one before.
It sounds as if a restriction on transfer has somehow been added in for international calls and I'm guessing that would be against an SPN number.
Over this side of the pond, we tend to have all calls set to SPN's. I don't think I'll be able to give an answer, except to perhaps use the attached excel tool to compile a snapshot of your system settings. The networking section is probably the important one.
