Call to Unassigned DID go to Attendance

Right now when someone call to our unassigned DID numbers from outside, the call will go to attendance. Is anyone know how to set it up so it will be busy signal? or how can i set it up a RAN so it will have announcement that the number that they call are not a working number.
Is the problem in the Intercept Treatment ?
These are my intercept treatment:

CTVN OVF OVF OVF ATN
MBNR OVF OVF OVF ATN

check the IDC table

this will print all the DID #'s that have treatment
look in the left column for your number to see if it is pointed to the ATTENDANT, if it is not there then add it
so that it points to an extn,,,eg DDI xxxxxx1234 needs to go to xxxxx5678
