Call to info mailbox does not work 1

I have a BCM 400.. I have a 1fb going to a phone and I am trying to put an info only mailbox on that phone and when I do I get " The person you have called is unavailable" It then goes to the CCR tree.. If I build the mailbox as a subscriber the call will go through fine and the message is played.. Any thoughts? The customer only uses that line for info and doesn't want to use a subscriber mailbox.

info boxes don't assign to sets

you would need a subscriber mailbox and use the alternate greeting and not accept messages

or dont waste a mailboc license and have the line ring the AA and play the info mbox.
