Call to CO at times not completing

This is a problem I am having.

System: 3300CXI
Software:7.1.4.9_1

Problem:All lines when you dial a number eg 4940359 you get a recording from the Co (your call can not be completed as dialed).

Tried changing inter digit timer in the COS but with no improvement.

assuming you are using analog trunks, I suspect you have not programmed your call progress tones to wait 1 second before outpulsing digits.

Set up a call Prog Tone to wait 1 second

in the Mod Digits, Insert <TXX> where XX = CPT setup
