Call Routing Nortel to Cisco

I have a main CS1000 rel 7 connected to a Cisco UCM rel 8 via qsig.
Also have several 1000B's connected to the main CS1000 via sip.
A 1000B TDM phone gets reorder when dialing a Cisco phone , yet
a Cisco phone can call that same TDM phone.
This happens at all my branches. I need help troubleshooting this one.

Is it to do with the NCOS carried through from the SIP if you are using ESN5 that is barred from dialing to the CISCO (If you use FRL on RLI's or FCR in LD 49).

If you turn on the DCH MON in LD 96 do you see it coming in from SIP?
If so do you see it try to dial out towards the CISCO?

Guessing that main office phones and IP sets at the branches are fine as they are all on the main office so the SIP trunk is not involved.
 
Yep, agreed, has something to do with the NCOS on the phones at the branches or the NCOS on the SIP trunks
