Call routing external calls to 3 inbound extensions

I need to route incoming calls to our legal department to all phones in the legal department. right now it rings on 2 of the 3 phones in there. can i do this using a dterm terminal or do i need matworx? if i can do with the phone, can someone give me some hints?

Which system? ON a 2000, I would set up a virtual extension and put it on a button on each of the phones. On an IPK, you'll need to set up a CAR key.
