Call Routing between VOIP Gateway and 2000 IPS

Right now we have a 2000 IPS and a voip system using cisco 2921 gateway. We have a tie line between the two systems so we can do interoffice extension to extension dialing. My question is this. If I send the 2000IPS an outbound call can I get the NEC to route the call out the T1s on the NEC. Can I send it 9+number or trunk access code +number to route out the NEC lines. Want to do this for when T1s go down on voip system. I know from the NEC I can have users just dial a access code to route calls to the voip system t1 but can I route inbound calls to NEC out the NEC t1s according to digits received by NEC.
 
The short answer is yes, the long answer is.... you are getting into a complicated area of the programming of an IPS.
