I know nothing about the Merlin Legend, so bear with me.

Currently almost all users can press 5 on their phone, and it allows them to make a page on the overhead system. How would I go about restricting or giving access to this, or where would I begin looking?

There was discussion some months ago about this - for speakerphone paging. I believe the answer is the same for loudspeaker paging - you cannot disable access to it, but you can reprogram the access code to make it more obscure.

wait, if all they are dialing is 5, it is either a station or a pool. Do you hear a ring when they dial 5? Just some things to check, go to sysadmin....exit...extensions...dial outcd....enter an extension that you would like to diable.....no press inspect..do you see a 5? If so, go back and delete the 5. This will restrict it from that station. If it is a station, well, your SOL. If they are dialing #95, your still SOL. Good luck.
