Call Restrictions/Bar when using Line Appearances

I have a customer that "really" wants to have line appearances on the phone so that he can specifically direct users to use a specific line when using for personal calls. The only issue is that he also wants to restrict users to only dialing local calls or toll free. I have done a multitude of tests and can successfully restrict users to local calls by creating custom ARS tables with entries to bar all calls except 7 digit dialing and made custom entries for toll free calls and eveything works great "WHEN" the user does not select the line appearance and uses "9+" to access the shortcode and appropriate ARS table for these extensions. When they pickup on the line - of course there are no restrictions. I am under the assumption that Line Appearnce will allow all calls and cannot be restricted but thought I would post to see if anyone has come across a situation with needs like this or perhpas I might be missing something? All help appreciated :)
 
Line appearances means you are limited to key system functionality!!!
It is one or the other.
Create buttons for different line id's and they can use lines when they want.

Is their anyway to have Line appearances and be able to restrict LongDistance calls on extensions?

Have you tried to use Force Account Code? Tru this user will require to key-in their code (if they were given) before dialing out.
 
Wouldn't that ask for a code for all calls, local and LD? I want local calls to be dialled and go out normally and LD calls to be blocked.
 
feed the line back to an analog extension port on the system (line appearance would then just mean dialtone and the button is lit up)
then put a shortcode into the user that they do not need a 9 for outcalling and you can separate LD from toll free and local calls with shortcodes. Have to also separate the outgoing line group IP from the rest of the lines to ensure that this line is taken for calling.

Downside is that you will no longer see the line button light up when the line is actually busy
