Call Restriction with Authorization Code

I have 2 Ip Office conected via E1(e.g.IPO A and IPO B), Ip Office A has the trunks able to make calls to the PSTN and I don´t need any restrictions in the Ip Office A, but in the other side of the lynk (I mean in the Ip office B) I need users with Force authorization code applied. The outgoing calls has to pass through the Ip office A thus. But when I want to make a external call the phones send me the INCOMPATIBLE message.
