Call redirect

Trying to setup call redirect but when I put the 9 in for an external no. it comes back with invalid number. Call forward internally works fine.

I'm wondering if I missed some configuration somewhere? Does call forward/redirect have to be enabled somewhere?

Under Capibilities REdirect alowed (YES)

Sorry acewarlock, but where do I find capabilities?

I've looked through element manager and call pilot but can't see any heading with capabilities.
