Can Record A Call be setup and used on NAM V3 and V4? IF so what is the set? When I tried and programmed the button on a set the reply was "Not Allowed

Is a standard COS number already set up that can be assigned without having to log on via the NRU cause I don;t have the NRU software set up to access this system

No there is no COS already enabled.
And NRU is not going to help you need Norstar Voice Mail
Manager 3.0 or 4.0 and make the change to the Class or svc.
That you connect to the Nam's serial port.

Hehe, he may have been thinking like me where you dont need to purchase NRU (big dollars) when the NAM comes with NVM (Norstar Voicemail Manager)on the CD....but I also forgot that Nortel has not caught on to the 10.0 being on the wrong page yet after all this time.
Anyway here it is for free still tzwicki :

You will need a RAD for the phone side of programming or a NIC card in the NAM to just use NVM, read some of our FAQ's on connecting with a PC or laptop.

I've already got it, but I didn't know Nortel was still giving it away.

You're too cool. I just had to download it again, on principle.
