I first thought the same as Luv2ski, but then found this….(I have never tried it.) CP comes with a Language Configuration Utility that allows you to remove one language (Cantonese,) in order to install another (French.) The thing is you would have to have the French.lang file. I don’t know if that exists or not. If it does not, then it requires the re-install. As I look over the available language files I have on a CP disk, I only see Cantonese, English_aus, English_NA, and English_UK. French may be an internal type as opposed to a choice…I don’t know. If you can find the French.lang file, then you could do it without re-install.
