Call pilot not working "inactive feature"

have a customer with a CP100(maybe a 150). Says they lost VM and are getting "inactive feature" when trying to access it.

Asked him to check the status lights, he said the 1-4 lights on the left were blinking. I had him reboot it, 15-20 minutes the 1-4 light on the left are solid, and the ones on the right are all out.

Does this sound like the power supply is bad and needs to be swapped out? I know in the past ive had similar issues where this was the case.
