Call Pilot , missing dongle and restriction list

i recently worked on a 600R call pilot that had to be replaced.
i took the old hard drive and slip it in the refurbish server.
we quickly found out that only the mail box were working.
the auto-att menu didn't work and the application builder fail to start.
call pilot manager indicated a problem with the dongle not been detected.
the fault, a bad USB port 0, was cleared by replacing the 600R , on the next day.

here is my problem. i suspect the call pilot also disable the restriction, permission list.
the system was installed 2 years ago and never had a problem with through-dial. that night, someone was able to 0 out of the general delivery mail box and to the long distance lines.
The telco was quick to stop the abuse, but when i check the restriction list 9 was not anywhere on the list, when i tried to put it in the restriction list, call pilot wouldn't let me because the dongle was missing.
anybody ever had this problem.
because they look like USB drive,maybe someone had one of those dongle stolen.
if so, did you see any or all of those problem?
