Call Pilot Manager (newbie)

I am trying to set up an "Administrator with some privileges" such as allowing them to unlock voice mail and create new accounts, but I keep getting this message

"Client has no privilege to search in (a)"
error code 60654,0

I am a FULL administrator and have no problems.
Please help and also is there a spot to find error messages and explanations?

We are running Call Pilot version 2.01
