Call Pilot Call Center

Have a Mics 6.1 PRI, Call Pilot 3.1 with basic call center. When I go out there the complaint is customers are in Q forever until they hang up and call back. I have gone there and experienced this. I rebooted the call pilot and turned skill off and on and all seems to work well..for awhile then the same problem.
Any thoughts welcomed.

If there are no agents signed in then caller will wait in queue forever.

Yea, that's the problem, agents are signed in.

And you checked the agents to be sure they are in the right skill set?

Yes some calls work some don't. They all work after I reset everything.
