Call Pilot 4 - Revert DN question

I was asked to set up a 0-out option for voice-mail so that it reverts back to the receptionist. Should be simple. Under the user's mailbox - RPL section, there is a "Revert DN" option which is set to "local". The CP help file states that the Revert DN is the number dialed when you press 0 during a message. OK-Makes sense - all I have to do is change "local" to the extension I want.

So then I go to Messaging > RPL's. I found the "local" setting, but here is where I'm getting stuck and the help file is confusing me. Would routing to the receptionist be a restriction or a permission? (I can see it both ways).

All I'm trying to do is send all 0-out calls to a particular extension. Can someone help me out?
 
Whatever the revert DN will be, make that a permission in the local RPL.
