1 thru 8 are they menus or transfer points?

One of your paths are set to "MENU" when its truly not a menu.
A MENU is for when you give more choices which are deeper PATHS'.
i.e.
Path 1 is MENU
Path 11 would be the first choice and 12 the second choice etc.
If you told PATH 1 to be a MENU yet you offer no more Paths as choices then its not a true menu.
Some people use a MENU as a way of listing peoples names yet asking people to press their ext/DN # rather than 1, 2, 3 (paths) etc.
If so then fool the tree and just create a deeper path like 18 and tell it to TRSF to 221 or what ever you want....as long as there is at least 1 choice created under that MENU.
I use 18 because I know you cant fat finger those 2 digits.
