I have setup 3-7316 phone extension with voice mail. If you call either extensions directly and no pickup it will drop in the extension voice mail box.

If someone calls the Main Line(switchboard) to speak to one of the users with voice mail and the switchboard person transfer the caller to a person voice mail. The phone just rings and will not drop to voice mail of the extension.

Is there a setting in the CICS6.1 system for that extension i need to change or is this related to to Call pilot.

Porgramming is in phone system side in Administration/Set Capabilities/ Call Forward No Answer
Change it to the DN of voice mail and set your ring count.
