Call Pilot 100 bug?

Call Pilot 100 running on MICS. When ext 230 has a line 1 in use, a second call coming in on Line 2 causes the other ringing phones to give a very short ring, then the call is directed immediately to the general delivery box. If other extensions have line 1 tied up, the other programmed phones ring as they should. This is happening on two sets, 223 & 230. This is not happening all the time though. If I set copy over the bad extension, it will work for a while and then act up again. Any suggestions?
 
This is actually a Norstar phone system issue.

You must be caefull with sets that have lines assigned to them (as ring or appear and ring) appear only is ok.

Check under sets/capabilities both the Forward No Answer and the Forward Busy.
Forward Busy should always be set to NONE when the set is told to ring on lines.
Forward No Answer you may need to play with the Ring Count.C
