Call Pickup Issue

How do I stop Extensions from being able to pickup an in use line.
Currently when anyone has answered an incoming call any other user can push that line button to listen in on that call.

Privacy. It can be put on a button with lights so you see when it is active/de-active or from the phone you can activate it via *31 (go off hook on an internal dial-tone, press *31 and the display will say Privacy on).
