I have a BCM that you can Call park an internal call and retrive it, but if I park an external call, the call can not be retrived until after the recall timer and then it goes back to the person that parked it.

That doesn't make sence. You can not pickup a call that is timed-out from a park. Once it times out, the call is no longer parked, and it returned to it's origin. Timed-out, referes to that of "timing out of park."
The software for the parking functions is from the Norstar, and to my knowledge there has been no parking issues on any Norstar C/M/ICS.

No I can't pickup a callpark until it times out and returns to the set that parked it.
One other thing the Recpt phone is the only phone that can retrive a call that is parked.
