I am wondering if the Cisco Call Manager (or Presence Server) has the ability to allow one user (say a departmental manager) to view the presence of users (ie, a reporting user) and from the pc desktop barge in or observe an active phone call that the reporting user is on. Can anyone confirm if this feature is available? Thank you!

It will definitely work with IPCC. There is also a BARGE feature in CCM but I'm not sure if it makes the third party an 'observer' or if it disconnects one party and connects the barge-er to the barge-ee.

BARGE in ccm allows a user to get into an existing conversation. No one gets disconnected. It is for an assistant/executive relation for example. It allows the assistant to barge in and let the exec know that there is another call for him for example.
