Call Manager Nortel Integration

I have A call manager 3.1((3a) with a MGCP gateway (ws 6608 T1 ) with 2 PRI going to a Nortel Meridian PBX Relase 21. The call Mananger log is reporing the following error Route list exusted. Unknown parameter PSTN.

When I check on the pbx I could see the PRI channel locking up which in term makes it impossible to dial out. The PBX also reports protocol errors or Cause error 44.

This happens to all the channels . The only fix is to reset the PRI line on the PBX.

Any ideas.
