Call-Fwd Off Net Toll Fraud Concerns 1

It's been a long time since I've administered a phone switch and have come into a debate with a co-worker regarding off-net call forwarding. In my experience I was always warned against allowing users to freely forward calls off-net. Unfortunately, I can't remember the specifics as to why other than you are opening yourself for potential toll fraud.

Does anyone have any reference to information regarding the specifics of this restriction and why users should not be allowed to do this?

i don't know of doc's to reference, but if you forward a did to 9 call it from an outside line, you'll get nars/bars dialtone. if blocking is not in place, anyone could call that number then any where in the world. the most common ld hack is voice mail. dial any did after hours, wait for mail to answer then press a *, try the ext number backwards, the ext number and 1111, then hang up and call the next number. withen a few minutes you will log into a mailbox, set the 0 out option to 9 and call back, hear the message dial 0, same senerio. after calling south america for 10 hours, set the dial 0 option back to the original dn. i have caught this one in the act, after a 80k rip on the ld bill.
