It's been a long time since I've administered a phone switch and have come into a debate with a co-worker regarding off-net call forwarding. In my experience I was always warned against allowing users to freely forward calls off-net. Unfortunately, I can't remember the specifics as to why other than you are opening yourself for potential toll fraud.
