Call Fwd Busy/No Answer timer for CAR group/ELITE IPK

I am using the feature for a CFB/NA CAR group to an outside number.
What MB determines the timer for this function? I have the CFB/NA timers set to 18s but the CAR group is forwarding after 1 or 2 rings. I was using MB 1-2-22. Is there a different one I can set? Cannot find it in the manual.
