Call fowarding of NEC PBX ad-40 phones. 1

I have a user here that would like to foward their main and virtual lines to another number when thay are not in the office. I have read through the users guide and the option to foward is not working as described. The steps are outlined below.
1. Pick up the line to foward.
2. Press *5 (Call Fowarding - All Calls)
3. Type in the number to foward to (including 9 for outside)
4. Hang up the line.
This is supposed to foward all calls comming into that number to the new number. This is not working. The calls are not forarding at all and the line still rings on the phone. Any and all help is appreciated. Thaks to all in advance for your help.
 
I am not familiar with an ad-40 phone,we use series e and we hit the line then *5 then the number then wait for a tone or watch the display till it says set on the left side of the display.*5-cfa,*6-cfb,*7-cfna
 
What happens when you do a *5 does that come back as set.
If so then the CFW is done, does this work when dialing the call forwarded station from another internal station. If the above is correct then the problem is with the tandem of the call. The following steps need to followed.
08>028>0
360>XXYY>0 Repeat this as many times as necessary
XX = Incomming call route.
YY = Outgoing call route.
