Is it possible to set up call forwarding directly on the switch instead of on the handset?
 
yep.. you can use phantom dn's or acdn...

what do you want to do exactly ???

more info will help us give the the right advice..

I want to set up an extension that will divert to a cell phone the extension will never have to be used as a normal phone.
 
first you need to verify that you have PHANTOM loops
to do this go to LD 22
REQ prt
TYPE cequ

look under SUPL if you have superloops the phantom loop will be the SUPL with an N in front of the number ie: N156

after confirming the loop you will need to then go to your phantom loop and build as a 500 set ( it can only be a 500 set)
then at FTR prompt: FTR dcfw x (x being the number of digits to forward say 16)eg. dcfw 16 9xxxxyyyy) and WALA! default call forward.

you could set a dummy acd queue with a maxp = 1 and the ncfw set to the mobile
