Call forwarding to external number during after hour is not working. Please help.

I have a phantom ext with unconditional fwding. Time profile created, Yet calls still get through
 
time profile is set in the incoming call route and the night target it the forwarded user?

that should work

can you call the phantom ext internally and it dials out?

No need for a phantom user if using ICR with a time profile.
Create a time profile with the time setting when the calls need to be forwarded.
In ICR in targets set the default destinantion to the user/group calls have to go to in the time the time profile is not active.
Below the default entry add another entry, select the time profile and set the external number as the target.
 
Or perhaps better a short code like 789/Dial/123456789SSi as target in ICR.
