Call forwarding to cell phones off net do not ring

I am having a problem with an S8100, when users forward their phones off net to their cell phones the caller does not hear it ring. There is just silence. It does connect though. This is not happening with all users and it is not just with the same cell provider. (I have also verified that their settings are identical.) I think it is a problem with the cell provider or the LEC. Any ideas? Thanks!!

Maybe try a xmobile station instead. You can program a speed dial to log them in and one to log them out. Maybe do a list trace stat XXXX?

In the future everything will work...
