Call forwarding to another ext. doesn't go to voicemail 2

I initiated call fowarding for one extension to another and when the terminating ext. doesn't pick up, it doesn't go to voicemail.

The way I enabled call fwding is by signing on the extension using IP Softphone (the ext. is remote) and then clicked on the call fwd button.

I tried inserting the 2nd extension and it says already in use.
 
The system intentionally stops calls from forwarding to voicemail using call-forward. It won't be answered there. It's to prevent calls from being left in the wrong voice-mailbox. The system wants to send them to the mailbox of the called station.

The only option is to re-originate the call. Specifically, you should call-forward the calls to the destination's DID number, not their extension. (That is, forward the call outside the system, and let it come back in.)

These calls will go to voicemail, but the forward-to station may have trouble knowing who the call is for.
