Call Forwarding PVR

I have a private line (PVR) on a Nortel set and it is the primary or only number on a phone. Does anyone know how I can forward calls to that private line over a PRI and onto a CISCO VoIP set? The PRI's are already in place and currently being utilized by several other IP sets connect to a Call Manager, which sits behind a NORTEL CS1000. I've tried creating an ACD and NCFW to an IP phone, then call forward the phone with the private line. The call just rings and rings.
