Call Forwarding out of an Option 81c

Is it possible to allow only specific extensions on an Option 81c running version 25.40 of the software to be forwarded to numbers not on the switch without opening up the ability for all extensions.
We have enabled 4 digit dial from our cellular carrier to extensions on the switch and would now like to enable 4 digit dial from the switch to those cell numbers.
