You could create a time profile and a user rights group. Set the DND on the user rights group. Set the users FWD on Busy to the ext you want to forward to. Change the user rights of the users with the Time profile.
I have never tried this. It is just a theory and version dependent.

DND would send the call to voicemail.
If you have VM Pro you can use a Generic to check if DND is set or not and route accordingly, assuming they don't use DND for other things during the workday.
In the Nordics we mostly use presence applications that set forwarding based on schedules and calendar bookings which solves these things.
I have done this and all I do is create a time profile and apply it to the mobility tab of the user needing remote calling. Also make sure you have the off switch transfer enabled.

Yeah, you could do it in the mobility tab, although it would only allow one call to be twinned at the time since the extension will be busy while the call is active.
This works well if you wanna control when calls go to your mobile, not ideal if you wanna forward them to someone else.
