Call Forwarding not working

Hi people, I have an ICS with 4.0 s/w. 9 is a dest. code on 2 PRI T1's. The problem is when I try to forward to an outside number I hit the forward button then 9 and I get an "invalid number" error message. anybody know why? Thanx ahead of time.

It has to be version 4.1 to be able to do this. The only way around it is if you want to redirect a DID you can not forward the whole phone out until version 4.1
