Call Forwarding Issue...

I have a phantom 500 set that rings on 4 other 3904 phones (A small help desk environment)that will go to voice mail after 4 rings. But when someone hard call forwards their 3904 phone and they receive an external call (An internal call will go directly to voice mail) the call will drop. Any ideas?
