Call Forwarding area code busied out

Hi I am not sure if I am posting in the correct forum. We have recently installed a ShoreTel system here side by side with a Nortel opt 61c and then another ShoreTel in DC. I have a client that is forwarding his Nortel phone to his Shoretel phone and then forwarding to his cell phone most calls make it through but when one of our vendors calls from the 312 area code he always gets a fast busy. If you remove the forwards he does receive the call. If he forwards from his Nortel to cell he gets the call. Does any one have any suggestion on what system could be causing the issue? As far as I know this is the only area code that seems to be the problem we can get call from 202 area code and others. Please help!!
