Call Forward

Hello Folks and thanks for your previous assistance.

I have an issue on my meridian system where users forward their phones to external nunmbers, the system works only when people call these phones from internal extension but when called from external numbers it goes to switchboard.

On all phones I have
key 19 on cfw 16
cls: cfxa

Am I missing a global or individual setting?

trunk to trunk xfer, default no, as toll-fraud prevention.

A couple of things to look at in the CDB.
Net Data - TRNX-YES
EXTT-YES

RDR Data - CFF (not CFO)
FTR Data - CFF
