Call forward to VM

I have a customer who has an Elite IPK 64 system with a CTI VM.
In the Voicemail box setup I have the mailbox box set to TRANSFER YES 2 > X
All other extensions are setup the same.
when calling in select the extension, it will not go the VM Box, after about say 10 rings it defaults the caller to the main greeting again.
And, yes the phone is callforwarded to the main VM port.
Anything I am missing when callforwarding to VM?

yes and it is set to transfer yes and release 2.
