Call forward to external destination conditional

Hi all.

I have an IP phone in one building and MiVB in the other. The two buildings are linked with a point to point radio link.
At times the link is not good and the IP phone goes out of service for 15 or so minutes.
It is required that at the time the IP phone is out of service any calls (all) incoming for that IP phone must forward to to a cellphone number.
When the IP phone is in service all calls must reach it.
How is this configuration achieved?

Setup call to cell from the voicemail by pressing digit 2

create a speed call to the mobile - eg 9999 - 00401234567
create a reroute 1st alternate pattern eg pattern 10 - 9999
apply this to the extension

now if ip phone is busy noans ,logged out or disconnected the call goes to the mobile
