Call Forward problem

Hello,
I have some phones on my system that are not allowed to call external numbers, only internal.
But, when another phone that is allowed to call external, forwards its number to a cellphone, all the other phones can't dial this internal number, the call gets barred, because they are not allowed to call external numbers.

Is there a way to overcome this problem, I want the original caller to be able to dial the other internal number, even if that ext. has an external CFA active. Been going through every COS option, but cant see a solution.
 
Two ways to do this:
1 - Set up a system speed dial to the cell phone and over ride toll security. Then fwd the phone to the speed dial instead of the cell phone number.

2 - set up a special ars route to the cell phones that has no restrictions.

Yes I know this could be a workaround, but not for a company that already has over 1500 users in a clustered environment, and will be growing to about 9000 users.

I will be dropping this at mitel for a design-change, but I know that will take some time. I was hoping for some kind of COS-options like: USE COR on forwarding extension (yes/no)
