Call Forward Problem

I am running CCM 6.1 and have two phones that cannot use the Call Forward softkey button on their phone. I have 200 or so other phones and it is not an issue. Should I just delete the phones and re-add them?

Just seems really odd.
 
Did you check the permission of the calling search space that is used at the phones forwarding?
 
Yes, and they all have the same CSS. The 200 that can forward and these 2 that cannot.
 
Are you setting the CFwd from the softkey? If so try setting it from CCMUser page.

Can you also set a succesful CFwd from Call Manager?
