Call Forward Outside Calls - NEC 2000 IPC

I am attempting to set call forwarding to outside numbers (cell phones in this case). I have a button programmed for FDA. I press the button, enter the number and hang up. This fails. However, call forward to internal extensions works. I have tried various combinations including 9 + area code + #, 9 + #, area code + #, just the number, no go. Attemptd to program through the MOC, at the E600>ext:NONE - have entered various combinations and get either DATA ERROR or DATA NOT FOUND.

Any ideas would be very helpful.

Try it again with the button, but after the number is in wait for a service set tone, or using the MOC mode you need to put in EX: 9,1xxx555xxxx. You need the comma after the trunk access code. If this does not work check class of service 1526,27,28 for call forward outside is allowed.
