call forward off-site via voicemail features

Here is what i need help with. A call comes in to the AA and needs to go to an off-site phone number. I have always done this via a station with speed bin. I was reading and someone said that you could do this with a voicemail box but the software had to be a certain level. Can this be done and if so what software level.
