Call forward off net CUCM 10.5 not working

When I go to forward a call from my phone off net, entering the forwarding number is no problem. The phone accepts the number. When I call that phone from outside, it rings twice then the call drops. A debug on the gateway shows "destination out of order". Would this be a restriction at the carrier level?

If you are using SLRG's then you need to use a CSS that does not use the SLRG and instead use a specific RG. Ran into it myself. Confirmed with Cisco.

Yes, I'm using a specific route group rather than a standard local route group.
