Call Forward Issues

With a 406 and 2.0.16:

Calls forwarded unconditionally to outside numbers ring for 30 seconds then are placed on hold for a quick second and then ring for another 30 seconds. This goes on forever and never goes into their outside voicemail. Any thoughts on this one.
 
Have you verified that it is ringing the outside telephone correctly and not ending up somehwere else?
 
Check the hold & no answer timers.
I suspect that if you enabled VM on the user your call would end up at the internal VM.

this indicates that the call is recalling back to the IPO befor the VM on the external number answeres.
